Fountain Valley, CA (April 22, 2019) – Today, Director Wayne S. Osborne of the Municipal Water District of Orange County (MWDOC) announced his retirement from the Board of Directors. Director Osborne is a long-time public servant who has served on the MWDOC Board for the past eight years.

“My time serving on this Board has been the highlight of my career,” said Osborne at the April 17th Board meeting.

Osborne was appointed to the MWDOC Board of Directors to fill the vacancy left by Director Ed. Royce Sr. who retired in 2012. Osborne was elected to represent Division 3 later that year, and re-elected in 2016, serving as Board President in 2016 and 2017. The MWDOC Division 3 Director serves the areas of Cypress, Fountain Valley, Los Alamitos, Stanton, Westminster, portions of Garden Grove, and unincorporated Orange County.

“It has been a pleasure and an honor to serve with Wayne,” said Board President, Brett R. Barbre. “Throughout his career, he has always demonstrated the highest level of integrity in decision-making, and in his commitment to service the Orange County water community. His presence and leadership on the Board will be truly missed.”

In addition to his years of service on the MWDOC Board, Director Osborne has an illustrious career of public service working 33 years as the Director of Public Works and City Engineer for the City of Fountain Valley. During that time, he developed the City’s water supply master plan, implemented long-term capital improvement programs for water supply, and oversaw the maintenance of all public works facilities, including water and wastewater systems. He was also instrumental in obtaining grant funding for construction of two wells and other key water infrastructure.

Director Osborne is a member of several water industry organizations, including the American Water Works Association, and the Orange County Water Association of which he is Past President. He was also active in the American Public Works Association, and the Orange County City Engineers’ Association of which he is also Past President.

Director Osborne received his bachelor’s degree in Civil Engineering from the University of California, Berkeley, and his master’s degree in Civil Engineering from the University of Southern California. A longtime resident of Fountain Valley, he is married to his wife Mary and they have four children.

The Division 3 vacancy on the MWDOC Board of Directors will be filled by appointment within sixty days.
